Government Gateway to be replaced with single login system

In a bid to simplify the way in which taxpayers and agents use online services, the Government is rolling out plans to replace Government Gateway accounts with a new system.

The GOV.UK One Login will be gradually introduced over the next three years, with an investment of £305 million.

HM Revenue & Customs (HMRC) will be one of the first Government departments to roll out the service – replacing the existing Government Gateway system which was introduced more than 20 years ago.

What is a GOV.UK One Login account?

Led by the Cabinet Office, the initiative will make all online Government services available in one place.

Once you have created an account, you will be able to access all central Government services online without having to create separate accounts and passwords for each department.

It will ultimately replace the HMRC-specific Government Gateway and incorporate these services into a single point of access.

You’ll be able to access tax and Self-Assessment submissions, as well as other services such as Universal Credit, student loan information and DBS checks.

How will GOV.UK One Login impact me?

Any changes to accessing tax systems are likely to be challenging for individuals and businesses.

However, the aim of this initiative is to make all Government web services, including submitting Self-Assessment returns and meeting tax obligations, more accessible for more people.

For example, the Government will prevent fraud and enhance ‘digital inclusion’ with two-factor authentication and provisions for identity verification for those without photo ID.

For this reason, you’ll be required to provide a suitable phone number or email address to receive security codes.

The new system will also mean that you’ll be able to access all Government online services in one place, which significantly simplifies the existing set up.

What about agent roll-out?

Agent roll-out is likely to be more complex, for those using HMRC’s services on behalf of another party.

HMRC has not yet clarified how this transition will take place.

For now, agents should continue to use Government Gateway services as normal.

How do I transition to One Login?

HMRC will begin its rollout of One Login by contacting individuals and advising them to migrate, starting in Spring 2024.

You will be told when and how to create a GOV.UK One Login account to replace your Government Gateway.

You do not need to contact HMRC.

If you’re signing up for HMRC services for the first time, you will be prompted to create a GOV.UK One Login without first creating a Government Gateway account.

This transition will be done in stages to avoid widespread teething problems which can come with digital initiatives.

Government Gateway services will continue to operate until the migration is complete, and any concerns have been addressed, so you will not lose access to your digital HMRC services.
